Armstrong Council OKs loan for coffee house
By Michael Tidemann - Staff WriterARMSTRONG - The Armstrong City Council at its Monday meeting approved a revolving loan to Jason and Allison Russell for purchase of the 9-15 Coffee House in Armstrong.
The loan for $27,500 had been recommended for approval by the revolving loan committee.
In other business, the council discussed possible ordinance changes including amending the animal control ordinance to include cats. The council also discussed the city ATV ordinance which follows Iowa code. Cities are authorized to amend the code to meet their local needs. The council also discussed increasing maximum fines for municipal infractions.
The council also approved Sunday sales and outdoor service renewal to Dale's Recreation and the Armstrong Community Center.
Also discussed was sale of lots in Suburban Estates. Mayor Marv Dailey said people could get a free lot plus $8,000 tax credit and $800 toward municipal costs. He suggested that the city market the lots to modular home dealers.
The council also discussed resurfacing the north end of Golf Course Drive. City Clerk Connie Thackery estimated a cost of $175,000 which would be paid with Tax Increment Financing.
Thackery said the council needed to take action before a Dec. 1, 2010 deadline.
The council also recognized the Armstrong-Ringsted Mustangs for taking the state eight-man football title and thanked area communities for their support of the team.
