ARMSTRONG - The Armstrong City Council decided to do a little work on Labor Day after all.
On Monday the council approved a resolution approving a fee on utility franchises operating within the city.
Council member Todd Eisenbacher noted the 2 percent fee was in lieu of the 1 percent local option sales tax assessed on utilities. While the local option sales tax on utilities within the city must be shared with other local governments, the city retains all of the franchise fee.
Eisenbacher said the Iowa Utility Board could take up to 60 days to approve the franchise fee. A public hearing will be held on the franchise fee 5 p.m. Oct. 4.
In other business Monday, the council denied a hearing request by Tony Eckmann whom Police Chief Craig Merrill served for violating the city's vicious dog ordinance. Merrill told the council he had served Eckmann with papers ordering that he must get rid of a pit bull within seven days. Merrill said the city ordinance requires a hearing request within three days and Eckmann was served July 23.
Connie Thackery, city clerk, also said Eckmann had called and that she told him the deadline for a hearing request had elapsed.
In other business, the council left unchanged the city's ATV and golf cart ordinances.
The council approved a proposal by Utility Service to replace screening media at the city water tower for $11,610.
The council also approved the road use tax report for 2009-10 and set a big opening date of 5 p.m. Sept. 13 for community building roof repairs.
