Supervisors hear library funding request

The Emmet County Board of Supervisors Tuesday heard a funding request for replacing computers at the Estherville Public Library.

Director of library services Tena Hanson said a funding source for computer replacement had run out, and that the library hoped to replace nine computers - a quarter of the total in the library- once every four years. That yearly cost of replacement is pegged at about $1,000 a computer or $9,000 total.

Board chair Alan Madden said the computers would fall under guidelines for local option sales tax money since they would benefit the entire county.

Supervisor Bev Juhl said the matter should be put on next week's board agenda.

Michelle Howing from the county attorney's office said she was rewriting a grant and had discovered that eventually civil rights training will be required of anyone applying for a grant.

The board approved drainage and regular claims and discussed a flex debit card and identity theft protection for employees.

The board also discussed the likelihood of an election when county recorder Sue Snyder's resignation is effective April 29. "We're pretty sure it is going to be an election" rather than a board appointment to fill the position, said Madden.

Auditor Mikki Erickson said there could be one election center in Estherville where any county resident could vote or there could also be voting centers in Armstrong and Ringsted.

The board approved the appointment of Jerry Steinberger to the Armstrong Benefited Fire District. He replaces Jeff Speltz.

In the road report, county engineer Roger Patocka said crews had been maintaining roads, painting and maintaining and repairing equipment. He noted union negotiations would start 11 a.m. Tuesday, Feb. 26 in the board room.

The board awarded 2013 mowing quotes for Ringsted ($25), Wallingford ($35) and Gruver ($30) to Gaylen and Susan Zeman of Ringsted and Armstrong ($40), Estherville ($24) and the County Annex ($28) to Elward Picht of Armstrong.
