Estherville Council approves guidelines for Downtown Second-Story Window Grants

Now that many business owners have taken advantage of the Excel! Estherville facade improvement grants, a second set of grants could help them improve the appearance of the upper level of two-story businesses.

At its regular meeting Monday, the council approved grant guidelines and application as recommended by the Excel! Estherville Oversight Committee for the Downtown Second-Story Window Grant.

The grants will be awarded to business located in downtown Estherville for use towards second-story window improvement projects as boarded up windows detract from the vitality and beauty of the central business district.

The committee will review grant applications on a first-come, first-served basis.

Applicants will be limited to one grant per window opening. All windows do not have to be improved at the same time.

Eligible applicants may request funds to be matched up to a maximum amount of $500 per window (labor and materials). Grant funds will be awarded on a dollar-per-dollar match, with a maximum grant not to exceed the number of second-story windows on the eligible property times $50 per window.

Eligible grant applicants include any private business and/or building owners located in the Estherville downtown who want to improve the building faade by exposing the second-story windows of their businesses.

Other grant requirements include:

o Windows must fit in the original opening

o Windows must be consistent with the original design

o Windows must by purchased from an Estherville Vendor

o No wood on exterior face of windows.
