The Estherville City Council learned it self-funded health insurance plan rates will continue to decline after approval of a new carrier on Monday.
Ryan Berven of Kingston Life & Health of West Des Moines reviewed the bid summary and pointed out the option that should save the city more than 11 percent.
In other business, council will increase solid waste rates for dumpsters.
Under the plan approved by council, the monthly rental rate for a 1 1/2 cubic yard dumpster will increase from $10 to $20 and the 1/2 cubic yard dumpster call-in dump rate will increase from $19 to $20 per dump. Also the 3 cubic yard dumpster monthly rental rate will increase from $18 to $30.
Estherville City Administrator Penny Clayton said the increases were made because of the cost of purchasing and maintaining the dumpsters.
No residential solid waste collections will change as part of council's action Monday.
Also Monday, council set a public hearing for June 17 and bid opening for June 17 for a project at the municipal airport for apron rehabilitation. The project cost is $680,625, however the city will apply to the Federal Aviation Administration for a grant for 90 percent of project costs.
Council approved amending the water purchase contract with Iowa Lakes Regional Water for the Gruver Service Area. The amendment calls for an increase of the area served by Regional Water, but does not increase the amount of water contracted.
Council approved to authorize city staff to proceed with abatement of the public nuisance at 620 N. 11th St. Property owners did not respond to a certified letter requesting they clean up the property.
Council also approved a request from the Estherville Chamber of Commerce to close various streets for Sweet Corn Days. In another action related to the annual summer event, council approved a request from Woody's Pizza to have the city noise ordinance police extended on Friday, Aug. 2 until 1 a.m. Saturday, Aug. 3.
