County OK’s $25,000 for building restoration

Public hearing set for Dolliver to connect to Regional Water

The Emmet County Board of Supervisors Tuesday approved a $25,000 from county Local Option Sales and Service funds for restoration of the former JC Penney building on South Sixth Street in Estherville.

The board a week earlier had committed to Estherville Industrial Development Corporation representatives to commit $25,000 to the restoration effort. At Tuesday's meeting, the board decided to take the funds from LOST revenues.

In other business Tuesday, the board approved an application for a permit to construct utilities on a county highway right of way from Jerry Hansen in Lot 4 of Hansen's Subdivision. The permit is for placing utilities under 170th Street (A22) about 100 feet east of Ridge Road.

The board approved a 28E maintenance agreement for snow removal in Dolliver and Gruver at $105 an hour - the same rate as last year.

County engineer Roger Patocka said crews had been blading mowing, edge rutting, ditch cleaning including build up on 180th Street, equipment repair and installing a box culvert on a level B road southwest of Ringsted.

Clarence Hoffman of ICAP discussed the county's upcoming insurance renewal with the board.

Randy Van Dyke of Iowa Lakes Regional Water came before the board with an update on a proposed water project.

The board set a public hearing for 9:30 a.m. Oct. 29 for submitting a Community Development Block Grant application for Emmet County and the City of Dolliver for connection to Iowa Lakes Regional Water for its water supply.

The board also discussed the county personnel policy, including adding language addressing favoritism and nepotism.

Bob Lincoln, County Community Services administrator, told the board about the consortium's goals of preserving county structure, centralizing funding for claims and as fiscal agent and pooling dollars and making investments in services.
