County, secondary roads exchange proposals

The Emmet County Board of Supervisors and Operating Engineers, Local 234, representing secondary roads employees, exchanged initial proposals Wednesday at the Emmet County Courthouse boardroom.

Representing the county was attorney Mike Galloway while Spencer Yockey of Sioux City represented the union.

Local 234 is requesting a 6 percent across-the-board increase effective July 1 with subsequent 4 percent increases for the following two years. If other county employees (except elected officials and deputies whose wages are determined as a percentage of the elected official) get higher increases, secondary roads employees represented by the union would get the same increase.

Several other changes the union proposed were:

n "Transfer" shall be defined to mean a voluntary movement from one job classification or job location within the bargaining unit to another job classification or job location within the bargaining unit.

n New job postings must include job classification, job location and job assignment.

n Any earned comp time shall be used by the last day of the pay period in June of each year in which it was earned, rather than by June 15 as it is now.

n The county will reimburse an employee $200 for a yearly clothing allowance.

n Brother and sister would be added under medical leave. Also, employees who leave county employment would be paid $3 per hour for unused accumulated sick time rather than the current $2.

A floating holiday would also be added.

Discussion items the union is proposing include floating pay periods, no less than a 21-day pay period and during summer hours the pay day is to be the last scheduled working day.

The union also reserves the right to amend, add to, delete from or make alternate proposals during negotiations.

The county proposed a zero percent increase effective July 1, 2014.

Full-time employees and their families would be covered by a health-care program as determined by the Board of Supervisors each year.

The county reserved the right to refuse to negotiate on definition or procedure of transfer procedures, the addition of "Me Too" language on wages and the clothing allowance.

The county also proposes a one-year contract and reserves the right to amend its proposals.
